Will the Council incentivize organizations like FOCUS by increasing donations for members?

In cases where an organization or its members , i.e. Julie Sulva at FOCUS recruit for us new active members, will the council commit to increasing our support to that organization or individual?  The organization could be a parish or another charity that regularly has contact with young adult Catholic men who may be candidates for the Knights of Columbus.
